Toowoomba Carnival of Flowers (TCOF) was originally created by the Toowoomba Chamber of Commerce and, through its 60 years, has been co-ordinated by various management structures and committees. The TCOF is (as of March 2008) owned and operated by the Toowoomba Regional Council (formerly Toowoomba City Council).
The historic company Toowoomba Carnival of Flowers Corporation Ltd still exists but has no statutory responsibility to the Toowoomba Regional Council (hereafter referred to as Council).
Between 2002 and 2007, a community-based Working Group was appointed to drive the direction of the event. The co-ordination and operation of the Event is now undertaken by Council officers and their responsibilities include (but are not limited to) Carnival sponsorship, marketing and promotion, organisation and staging of a number of flagship events, and detailed co-ordination of many community-based events that have found a “home” under the Toowoomba Carnival of Flowers umbrella.
In addition to the appointed Council Officers, a range of external subcontractors assist Toowoomba Regional Council with the event management and creative direction services required to administer the event.

In March 2010, the inaugural Toowoomba Carnival of Flowers Advisory Commitee was formed to ensure the event maintains its strong connection with the region’s community.
The 2010 Advisory Committee is consist of:
- Jan Johnson, Marketing Manager, Heritage Building Society,
- David Heberlein, Acting General Manager Operations Southern, Ergon Energy,
- Gary Love, Manager, GC Hire,
- Garry Humphries, Regional Manager for South West Queensland, Department of Local Government, Sport and Recreation
- Ida Kendrick, co-owner, Glen and Ida Kendrick Lawn and Garden Maintenance,
- Cr Joe Ramia, Tourism, Events and Parks portfolio leader (TRC),
- Cr Anne Glasheen, District Services portfolio leader (TRC),
- Brian Pidgeon, Director Environmental and Community Services (TRC),
- Debra Howe, Manager Economic Development, Tourism and Events (TRC).
Jan Johnson was appointed as the independent community chair person.
The advisory committee will further enhance community input into the event while the actual running of the Carnival will remain with council. Any successful event must remain responsive to the needs and ideas of its local community.
The advisory committee will present a report of each of its meetings to council.
